MITAKA CITY ASSEMBLY

 The assembly functions as the council system established by the local government.
 One chapter in the Constitution of Japan stipulates "Local Autonomy" and defines the assembly as the compulsory organ necessary in the local government, and provides that the governor and the members of the assembly be elected directly by local citizens. The Constitution values the assembly, which is the citizen's representative organization, as an important supporter of Local Autonomy as well as the Governor, and guarantees its authority and independent activities.
 For such an assembly, its main authority is Voting Rights. This means both the authority of decision-making as a local government and the authority of decision-making as the functioning organization. Local government law stipulates items on the agenda for the assembly to be able to note Government Law. Some of them are, for example, "Enactment, revision, or repeal of ordinance", "Voting on the budget bill", "Approval of the settlement of accounts", "Conclusion of important contracts as provided by ordinances", "Acquisition and Disposition of Property, and so on. Besides the Voting Rights, the Assembly has the "Right to Elect Assembly Officers and Election Committee Members, "Agreement Rights", "Power of Inspection and Auditing", "The Right to Submit Written Opinions", "Power of Investigation", and "Authority of Receiving and Dealing with the Petitions and Appeals".
 The session of the assembly consists of the Plenary Session, held with all assemblymembers in attendance, and the Committees with specified members.
 According to the ordinance, the Mitaka City Assembly holds four regular Plenary Sessions as well as extraordinary session as required. Those authorities including Voting Rights etc., take legal effect for the first time only by being exercised in the Plenary Session.
 The committees comprise internal organs of the Assembly. They serve to examine specific matters efficiently before a vote is taken at the Plenary Session.
 In those systems, the Mitaka City Assembly, composed of 28 Assembly members as the representative of 180,000 citizens, is trying to improve the quality of citizens' life, cooperating with the Mayor from an independent standpoint.
